Provides API for connect a device to the Cloud Interface.

Limitations:
 * Cloud always try to connect to the Cloud Interface
 * Delays are not configurable (ping, publish resources, ...)
 * Sid isn't verified

config.h is finde of common naming. So some RTOS environments
can be conflict with same name of different header file.
To avoid this, our config.h is changed to oc_config.h

Added information about TCP, and IPV4 build flags.

Changed the default value for SECURE. The secure build is
used by default.

Manually added new lines so lines wrap at aprox 80 character
line length.

Updated note about maintained adaptation layers.

RestructuredText (ReST) format gives us a nicer presentation,
automatically being rendered by GitHub.  This initial update starts off
the conversion to ReST, makes some spelling fixes, adds a picture for
the previous ASCII-art architecture drawing.

Additional technical updates are coming. We'll also need to update the
Zephyr building instructions (Zephyr uses CMake now).
