[RI] Default interface of /oic/res is not working propery

Get /oic/res query with oic.if.ll and without any “if” value should be same, because oic.if.ll is the default interface of /oic/res resource. But currently they are not same. -
Get /oic/res without query and with oic.if.baseline should be diffrent, oic.if.baseline is not the default interface of /oic/res resource, response as per oic.if.baseline should be sent only when query with baseline interface is recieved. Baseline adds extra bytes on the wire.
