The device is not restarted when the OTM process fails

When a client tries to onboard a server and this process fails, the client does not reset the server through the pstat resource. If the server is not restarted, the client will not be able to onboard it again.
During the OTM process, if an error has occurred, IoTivity calls the SetResult function. This function checks if the process has been completed to set the server in the RFNOP state, but if the process fails, it does not reset the device to be operational again.
